Cottingham Consulting and Development, LLC is owned and operated in Florence, MS. The firm, established in 2003, is a Veteran-Owned Small Business (VOSB), Disadvantaged Business Enterprise (DBE), and Minority Business Enterprise (MBE).
The firm provides expert advice, consulting services, and technical support related to audit, compliance, risk management, project management, system development, policies, practices, and procedures, and an array of niche functions to clients of all sizes.
Cottingham Consulting and Development, LLC (CC&D) provides comprehensive quality management and grant compliance monitoring services to federal, state, local governments, and private sector clients. The owner, Rochell Cottingham, has over 25 years of experience supporting some of the largest disaster recovery and company remediation efforts in U.S. history.
Prior to focusing on his own firm, Mr. Cottingham served as a Director at CohnReznick LLP, a leading tax, audit, and advisory firm, and supported agencies such as the Mississippi Development Authority (MDA), Louisiana Office
of Community Development/Disaster Recovery Unit (OCD/DRU), Florida Department of Commerce, Texas Department of Housing and Community Affairs (TDHCA), Texas Water Development Board (TWDB), New Jersey Department of Education (NJDOE), and other state agencies in New York, New Jersey, Louisiana, and Texas. Mr. Cottingham also provided subject matter expertise for the Small Business Administration (SBA) Shuttered Venue Operator’s Grant (SVOG) Program.
During his time at CohnReznick, Mr. Cottingham was integral in assisting the firm win and maintain several major projects. Mr. Cottingham holds certifications as a Project Management Professional (PMP), Certified Internal Auditor (CIA), Certified Information Systems Auditor (CISA), Certified Fraud Examiner (CFE), Certified in Control Self-Assessment (CCSA), Certified Government Auditing Professional (CGAP), and Certified in Risk Management Assurance (CRMA).
